Need Google Ads and Facebook Ads Manger

We are looking for someone with experience in Google Ads and Facebook Ads to help us set up a few campaigns for an online course. We are interested in doing performance campaigns with retargeting included. If you think it's necessary, we can do Pinterest as well.
Nothing too fancy for beginning due to our low budget, but once we scale we can pay more.
We have other projects (apps) which are available in the shops, however, our top priority is setting up the campaigns for the course mentioned above.
So if you are bidding, please keep in mind that this could be a long-term project and be easy with the bid as we are just beginning:=) Once we scale, we can improve the payments.

What we need:

1. Setup Google Ads Campaign + Facebook Ads Campaign.
2. Use the necessary tools to get the best ROI and ROAS for us.
3. Set up 3-5 campaigns for each platform and do some tests to see which is the winning one.
4. You decide with your experience what kind of ads are fit for our niche.
5. We scale the ads which are profitable.

We would love to see some previous works before we can decide which is our best candidate.
