Need Facebook Account Created

I've been trying to create a separate Facebook account to create and manage legitimate business pages and run ads for my clients, but every time I create a new account it gets Disabled. I've tried requesting a re-view for these accounts to no avail. I'm willing to pay a small price for 1 account that's been around for at least 6 months.
