Meta ads back-end set-up for three different users

Am not sure if this is the right platform for our request
A company has three accounts (different brands) on instagram and two on facebook. They want to run meta ads on one specific account. Also invite a third party (company) to occassionally check in the ads (currently all content in german language).
In a first step there is a set-up required that all of the parties can access the ads account and make changes in ad spend and target groups.
Our needs would be the following:
1) Provide a how to guide - as the experience with meta is frustrating and the required access opportunities are not given
2) assist and guide with the set-up
3) Optional: a 1 to 3 month guidance in ads set-up (the ads have to be in german language)
Any input to the above mentioned situation is well appreciated.
