Looking for social media ads expert

For the next two weeks we are running a big campaign with around 20-30 ads motives. We are looking for someone who has in-depth knowledge of how to maximize sign-ups and minimize costs, someone who knows the algorithms insta and FB are using and the ways how to have maximum impact.
