Looking for an experienced Social media manager for running ad campaigns

Hi there! I'm looking for a Social Media Manager who is experienced in running ad campaigns on Instagram, Fb and Youtube. Specifically, I am looking for someone to create and manage Display Ads with a Medium budget to start with which can be scaled up based on positive ROI. I need someone who knows how to make the most out of this budget and ensure we're getting the best possible return on investment from our campaign.
