Insatgram + facebook promotion problem

Instagram banned me from creating ads on my business account, i want a way to solve it and start creating ads again. I got a freelancer before who made a fb page and runned the ads through them but it got banned too.
I want someone who can solve the problem from the roots and let me be able to creats ads on Instagram again.
