Help building Facebook advertising campaign

Looking for someone who can assist in building a Facebook ad campaign for our business. Must have good knowledge. I don't have the time right now so trying to find someone to create an add.

Please note that I will not release funds or pay freelancer fees until the project has been completed, please do not ask.

I need you to create the add, I have images if you would like them and will tell you the target audience etc
