Fix Pre-Enrolled Issue on a facebook page in-stream ads monetization

I need a professional to help me resolve a problem with my in-stream ads in Facebook monetization.
The specific issue is related to stream ads being in a pre-enrolled state since the admin applied to in-stream ads monetization while being in an ineligible country.

I do have a person living in an eligible country already, but the problem is doing the whole process of fixing the issue and start monetization of the page
