Facebook lead generation

I am looking to hire a freelancer for a Facebook lead generation campaign targeting a national audience. I have a list of target audiences in mind, but I am open to suggestions if the freelancer has ideas that could be more effective. My preference is to use ads to generate leads, but I am open to hearing other ideas from the freelancer that could be more effective.
