Facebook ads and marketing specialist (Russian speaking preferred!)

I need a Facebook ads specialist to set up a funnel (AND TRACK its performance until it starts bringing in money on a consistent basis!) for selling my current online product and later, if we have a good work flow and are both satisfied with the results - to run ads and promote my musical project's tour.
My online product is targeting the Russian speaking audience and both the videos and the copy are in Russian - so PRIORITY would be given to Russian-speaking professionals.
My budgets are very limited for a start but when we start selling we can grow and invest more accordingly.
I know most marketing agencies work on a percentage or a retainer - pay can be discussed.
