Facebook Ad Setup

I have a small online business and need to set up a new Facebook ads set for it. I already have the content for it such as photos and videos of the product. I just need someone who knows how to set up the campaign so that I can make about 3x ROI on ad spend. I already have ads running but I want a second opinion to revamp my settings, audience targeting and ad copy etc.
