Facebook Ads for French GCSE Resource and French GCSE Facebook Group

I'm looking for a skilled digital marketer, specifically with substantial experience in Facebook Ads, to help me promote a free educational resource aimed at French GCSE students and their parents. The ultimate goal is not only to promote downloads of this resource but also to increase membership in my dedicated Facebook Group.

So I'm a private tutor in the UK, I want to specialise in tutoring French for GCSE exams. The target audience would be their parents, so most likely people between 38 and 60 or so - there are students that study the British curriculum all over the world, but starting by targeting the UK could make the most sense. Those are my Ideal Clients - I would like as many as possible of these Ideal Clients to download my free resource as possible.
Once they download my free resource, they would be prompted to join my free Facebook group as well. I would like to increase the numbers in my FB group to at least 1,000 or so (currently there are just under 50).

So how much budget do you think would be necessary for this? Can you do this and please give me full details of how it would work. I could do Facebook ads plus Instagram Ads, however, I think my clients are more likely to be on Facebook.
