Facebook Ads - Answer Some Questions around Strategy

Need a FB expert to answer three questions.

Here is the scenario:

We have clients who are running monthly email campaigns to both prospects and existing customers.

When the email campaign is launched and for 1 hour after, there's an increase in website traffic, Facebook activity, etc.

Our thought: Take the top performing Ad Sets and substantially increase budget (for that 1 hour) so that we're blasting Facebook at the same time they're blasting the email.

Our plan: Duplicate the top performing Ad Sets & make some changes (budget, objective, bid strategy, etc.) and when the email goes out, we would pause the regular Ad Sets and unpause these duplicates. After 1 hour, we switch things back.

Here are the questions:

1) Should the AdSets live in the same campaign (with the same objective) or are we better of with a dedicated campaign or do you have another thought?

2) If we have a dedicated campaign, what would be the recommended objective?

3) What is the best bidding strategy for this?
