Facebook Access to Business Manager Account

I have a client who does not know the owner of their Facebook page. We have tried for months to gain access to the business manager and account so we could start using Facebook business manager. Currently, they just have access to a community manager level. I need help figuring out who the owner of the page and business manager is as well as setting up and gaining access to it. Right now, we cannot see anything.
