Digital Marketing Manager for e-shop

I am creating an e-shop and i would like to have experimented freelancer to support to create social network accounts for Tik-tik, Instagram, Facebook and Tweeter.
The awarded freelancer must guarantee that the pages in different socual network created are professional.
He will be responsable to find the best design and configuration of the pages
He will be responsible of the digital marketing of our product and will promote for the first 3 months our products.
A budget is dedicated for ads and the digital marketing freelancer have to manage the budget allocated for each item and have a good ratio click/buy.
He must have an effective strategy in creation of these pages and population targeted.

Freelancers must speak perfectly French and know the communication strategy for african and european market.
