WhatsApp API usage expert for an hour of counselling

So, my requirement is for a political party.
Whatsapp allows users to send multiple messages but has its own conditions.
1. One way is to save the number and send the message to a person.
2. Another way is to create a podcast. But that is not useful because another person needs to save your number.
3. Another way is to automate the process using Excel.
What I need is a different thing.
I have a list of thousands/lakhs of numbers in Excel to which I want to send the messages for the election campaign.
I want to create software using the WhatsApp API.
So I want to know the procedure and costs of using the Whatsapp API for sending messages.
