Facebook API in for public stats

We need an experienced Java/Python/PHP developer with solid knowledge working with Facebook Graph API focused on retrieving Facebook and Instagram data.

Our purpose is, for a given public Facebook/Instagram ID/profile:
- Extract as much info as possible related to the current number of followers, likes, contact info, fans.
- Code some algorithm in order to know as much as possible demographic info about its followers and stats about engagement if possible [optional]

This may run on a backend server in a batch scenario, ideally daily / weekly / monthly.
You also need to guide us to request and obtain the related Facebook API business permissions.
We have a target account number of 100K (increasing number of accounts with a limit of 1M) approx and also need to know the ratio request/minute we can achieve using the official API.

The resulting software must be used as an API with a final result in a JSON file with the data retrieved.

The resulting software calls must be stable and apply to Facebook API terms, we need something legal and try to maximize the ratio of requests per day as possible.
