Set up and maintain Facebook+Instagram ad campaign for SMB online service

What do we need to advertise?
We are developing service for small business for fast and easy launching of Facebook and Instagram ads (https://home.targetted.app). Currently we want to launch Facebook+Instagram ad campaign to validate our main hypothesis and check the product metrics.

We need to launch an ad campaign from the US Facebook ad account.
Currently our team is working from Russia, while Facebook has restricted launching ads from Russian territory. That's why we need ad to be launched from US Facebook ad account and using US payment method.

So we’re searching for an experienced Facebook marketing expert who will:
- Set up an ad for our service (we already have the ad creatives)
- Maintain Facebook ad and tune settings of the ad if necessary
- Share statistics of the ad campaign with us
- Pay for the ad using US payment method (we can negotiate how to pay you for advertising budget, for example via Milestone Payment system or other variants)
