Recognize a face from live stream video and send notification to concern person. -- 2

at this very early, we need prototype of face recognition and notification

details below

1). For each new face, good quality images of individual will be provided, multi angle images are possible if required.
2). system must recognize the individual from video stream and send notification like name, location through sms, email or something like that
2A -- multiple video streams come from mostly live mobile video. Mobiles will be attached on multiple moving vehicles
2B -- these video streams will be sent through mobile data and so the resultant video stream may be 720p or little less in quality with some noise.

3). tell us, how are you going to solve through ?
3A -- third party service like Azure face service or some other like that ?
3B -- In House face recognition processing ?

for this prototype our budget is mentioned in project details. if everything goes well and we confirm the technologies to be used for final project, later more budget allocation to this project is obvious.
