turning an excel sheet data into an interface applacation

I have the main data entry of employees in excel sheet predefined with headers and values such as their name, salary whether or not their "active " the date of when they were higher or resigned, their department name; a basic HR documentation -
and in the same sheet, I have used the "vlookup" function to create a template form like, to which I have an input field where I enter the employee id and drop dope menu to select whom the report is intended to -
and it picks up the data from the main sheet since everything there is predefined and the only step I have to do is print it out -

I want to make a small app interface to do those rather than having to rely on excel, I want the main sheet to be the database for the app from which it picks up the data and fills up the template for me, and be able to print it out . (as this will be updated and changed frequently ) I can happily provide any extra information needed and the demo sheet of the work .

-I'm not concerned with the UI rather the functionality itself.
-it can be a localhost web interface or an application on windows both work.
