recreate and old excel spreadsheet that doesn't fully function at this point

I am looking for a freelancer to recreate an old Excel spreadsheet that is currently not editable. The specific functionalities that are not working in the current spreadsheet include formulas, macros, and data validation.
I would like the new spreadsheet to be compatible with Excel 2010 and later.
I do not have any additional features or functionalities that I would like added to the new spreadsheet.
Ideal Skills and Experience:
- Proficiency in Excel and experience with recreating and troubleshooting spreadsheets
- Knowledge of formulas, macros, and data validation in Excel
