program to write contents of one excel to another by editing few contents

I am looking for a programmer or freelancer experienced in dealing with Excel files to create a program for me to write the contents of one Excel file into another. The Excel file I need to copy from is an .xls file, and requires data manipulation - making moderate edits such as changing formulas and restructuring the data.
