A perfect HR Toolkit

I'm in need of a perfect HR Toolkit that will cover all aspects of my HR needs. Specifically, I'm looking for a toolkit that focuses on recruitment, but also retains and motivates my current employees and manages performance. I already have the system and code for the HR Toolkit in place, but I need help with making it perfect. This HR Toolkit will be used both internally and externally.
