I need a google sheets formula

I am calculating how many calls a team member is short (of 60) every day. The calls are only considered short if the total calls answered falls below 85%. These calls can be made up on consecutive days, but cannot be stockpiled on previous days. The total calls short will be displayed for agents to make up on Saturday. Please see the example below for a clearer explanation. Highlighted cells is what I need a formula for.
