I need an excel/access expert.

We are a medium sized construction company that is looking for someone to help us create a master list of all of our contracts with numerous pieces of information that can be accessed by numerous people. I would like different people to have different levels of access and for some people to only be able to read the information and not edit or add information. I have attached a brief summary that we are working on. This will evolve over the next few days but will give you an idea what we are thinking.
