I have a table in Excel. Each row represents a monster. The columns are: monster name, preferred climate (which may include multiple values like arctic and tropical), preferred terrain (which may include multiple values like forest and ocean, level (-5 through 25), and rarity (common, uncommon, rare, unique).
I would like to be able to be able to randomly choose a monster based on any combination of climate, terrain, and level. The rarity of a monster affect the chance of it being selected (for example, an uncommon monster would appear less often than a rare, which would appear less often than a unique monster).
