dynamic column range -- 2

I want to use dynamic column and row range to find what I want.
attached is the file.
in the file , I want to find the column and row of "total_east" . (two dimension search)
the "total_east" location is dynamic, it could be at any place in the sheet,
find a location of a cell with a string in google sheet.
the cell location is changeable based on where and what string is
I want two solutions
1. from google sheet functions
2. from google script
and also I like to get detail explanation for the solutions with a couple of examples
