develop an Excel or Access comparison two files tool

I want to upload two weekly shipping files.
One is being created by our shipping software and the other is FedEx invoice report.
I want to find the matching shipments (based on the invoice side) and show what we were charged next to what we thought we're going to pay at the time of shipment (shipping tool report).
Since invoice is 7-14 days after shipping matching will be done against "stitched" shipping reports to find the matching shipping. Most liekly the uniqe identifier would be the tracking info.
