data gathering searchable software

Desire to create a easy to use data software that can be used to easily select , cut and paste any data or written type from a PDF (for example able to snip a portion of a pdf newspaper column )or a word doc, odt doc, excel, or website (maybe like OCR capable) and place the data in an organized folder that can be catalogued and searchble by subject, date, title , and other searchable parameters within the selected written information and data can also be copied and moved to other folders for certain projects and the amount of data able to be stored is not limited and editable and also able to be protected such as adding a check box in settings that prevents editing after it is saved. Would like to be able to use a snip tool or similar to add data from websites and other electronic sources and have the software be able to put that information into a written text and have a field to manually title each folder - piece of information that allows sorting and to make this searchable by different parameters such as any range of data that may be found from what was snipped from the source be it a pdf or website , etcetera.
