Working schedule system

I would like to create a solution (can be EXCEL, etc.) for creating working schedule, your solution must have these features:

1. Allow multiple locations, with different schedules and number of workers;

2. Setup multiple workers, set dayoff, hours per week, min hours per day and max hours per day;
Example: The worker can have 2 days off (w2 = Monday, w3 = Tuesday, …), should work 48 hours per week, and 5 until 8 hours per day (in sequence, 10:00 – 15:00).

3. Views per week, per month (and per location or per worker) – generate a week / month schedule per location and per worker.

4. A random button to regenerate all again

5. And a button to make equilibrium (YES or NO), with YES on this button, your solution will try to adjust the schedule to ensure the “same number of hours” per location, example: All workers should have the same amount of hours on all location (on location 1, 10 hours per example).
