Windows Excel Data Reassignment Software

As an individual requiring a unique software, my project involves creating a Windows-based application that can read and manipulate data from a tour-based Excel file.
Specifically, here is what I need from the software:
1. Ability to read an Excel file with 8 columns.
2. The primary functionality should involve reassigning data from column 8 to column 1. However, this transfer must respect one constraint - each value must be unique.
3. Once the reassignment has been completed, the software should be able to export the changed data into a new Excel file.
The programming involved in this project may require significant experience with Excel, a strong knowledge of Windows interface, and proficiency in a programming language that can interface with these programs.
