VBA - create script to retrieve data that meets criteria and create csv file with values that meet indicated criteria

This is the first step of a 3 to 4 step project.
Utilizing VBA, create script and single button that with retrieve indicated data from csv file and create a csv file of the results.
This project will utilize 2 files.
1) attached "Fractal Study DATA.csv"
2) attached "Fractal Study OUTPUT.xlsx" file which will be a csv file when produced by the VBA script.
Included for the purpose of explanation are two additional files:
1) "Fractal Study INSTRUCTIONS.xlsx"
2) "Fractal Study DATA.xlsx"
3) "Fractal Study EXPLANATION.docx"
