VBA Excel Project with strict Deadline -- 2

I own a consulting firm that helps other companies to be more digitalized. In order to do that, I first evaluate each company by doing in-person interviews. Firstly, I interview the CEO of a company. The interview contains 17 questions, which are the same for every CEO from every company. I carry out this interview with help of an MS Forms survey, where I put the answers directly into. Besides answering each question, each of these 17 questions must be rated by its importance on a scale from 1-10 by the CEO. 1 means that the CEO sees the question as not important, 10 means the CEO sees the question as very important.
This MS Forms survey is directly linked with an Excel file “Excel File 1”, and automatically synchronized every time a new MS Forms survey sheet is filled out by me. Meaning every time, the interview is conducted with a new CEO from a new company, a new row of data is filled with the CEO’s answers and the importance he gave each question.
This CEO-Interview is the base for a second interview I will conduct with a mid-level manager from the same company. The second interview is to find out how much time the mid-level manager uses for certain day-to-day tasks, and how they do it.
Whenever a new survey is conducted with a CEO, a new Excel File (e.g. Excel File 2,3,4,...) should automatically be generated which can be used as an input mask for the second interview with mid-level managers.
There is an existing catalogue with around 30 questions for these mid-level managers. Each CEO question has a pre-defined set of mid-level management questions. Now, the new survey questions (Excel File 2,3,4,…) for the mid-level managers have to be ordered by the importance the CEO gave them. Furthermore, no question can be asked twice. The tricky part is, that in the second set of question, there can be no question from question set one. In the third set of question, there can be no questions from question set one and two. The questions on that file must be sorted in the right order, so that the most important questions are asked first.
