Training and help developing Excel VBA application

I am building a staff time management spreadsheet for my company. I need to create some forms with buttons to do tasks such as hiding past pay periods, hiding rows where we flag that they should be hidden, and a number of other macro-type tasks that are too hard for me to figure out. I plan to hire someone to help me build this application. I am hoping that I can the code mostly, with you to help me learn shortcuts. I have done some complex VBA about 10 years ago, but I don't remember very much right now. Hoping to pay $15-25 per hour to someone outside United States. Need to be able to have about 4-hours per day between 10 am and 8 pm New York time.
