Time study tool

I have a group of field based service technicians that I need to have a time study completed to validate their workload. I have attached a copy of what we have had technicians fill out in the past. They would hand-write this and the data would be complied for each technician and the group. I would like to have this be available digitally with the following added features:
-Ability to edit sheet as required
-Able to support 60 people
- ability to compile data to master in excel format
- able to log and time stamp entries made through the course of the day to ensure accuracy
- ability to use on mobile device (office 365 available to the technicians)
