Team Generator in Excel

I am looking for an Excel expert to create a team generator tool. The purpose of this tool is to create balanced teams based on skills.

Requirements:
- The tool should be able to generate teams with of even members based on attendance from the roster
- The number of teams required is 2
- The team generator should consider the skills of each individual and create teams that have a balanced distribution of skills.
- The tool should be user-friendly and easy to use, with clear instructions on how to input the necessary information.
- The generated teams should be randomized to ensure fairness and avoid bias.

Ideal skills and experience:
- Strong proficiency in Excel, including advanced formulas and functions.
- Experience in creating complex algorithms or automated tools in Excel.
