Staffing estimates needed

I need to create a rule of thumb equation for staffing - I have a team that takes calls, messages and does admin work. They each do all three jobs. I need help estimating staffing based on future increases to business / traffic. Id like to come up with something where I could say for example - for every x customers increase, we need x additional headcount.
