Spreadsheet Formula Assistance

I have three tabs of raw data. This contains information on validations to be run for each of my funds. This has a check value (actual observed value) and a tolerance. This is the value i wish to compare. We wish to fund the mean of the check value (Absolute value), and the current tolerance level for each fund/validation. Formula will be used on the fund code & validation to check this.
