Project simple

I am needing a database that only does a couple of functions. It will be a data entry screen with about 10 fields. Some of those fields will have a drop down to choose from and some will have data entry. Each time a form is created it will have a unique reference number that will increase by one each time. There will be multiple users, likely 3, who will have different permissions. There will be a print and save option or a print and hold option. There will be a way to view all held tickets and a separate place to view all saved tickets in a list. We will have a void option. We will also be able to choose from the list of held items and create a settlement report that has anywhere from one to several items on the report. When a settlement report is created, it will take the items from the held position to the saved position.
