Programing excel

I am looking for a skilled programmer to help develop an excel program that has automated link to different cloud sheets and automated reports generations feature as per need. I need help creating some process flow of the data to be inserted into the program, and the program has to be compatible for a google sheet based PC work environment. The program shall have option to give access rights for specific columns and fields in the excel sheet to specific users. Experience with data manipulation and sorting is also a plus.
The program shall automatically archive data after specified time or once the specific row deal is completed.

The perfect hire for this project will have an understanding of excel programming, automated calculations, formulas, linking sheets with data flow and data manipulation. Furthermore, they should have the expertise to help create the needed data and the program must be compatible with a google sheet work environment.
