PowerQuery - Dynamic Filtering

I am seeking a skilled professional with expertise in PowerBI, PowerQuery, and SQL to complete a project for me. Please carefully review the project documentation before applying. Candidates who do not demonstrate a thorough understanding of the project requirements or fail to provide adequate project steps/functions in their application will not be considered.
If you do not possess the necessary experience with PowerBI, Excel, PowerQuery, and SQL, please refrain from applying for this position. The end result of the project will be a functional PowerQuery pbix file, and payment will be made upon successful implementation and testing on our side.
I am looking for a PowerQuery expert who can assist me with dynamic filtering of an Excel Workbook. The ideal candidate should have experience with data transformation, as the project requires cleaning of the data. The data source for the PowerQuery will be an Excel Workbook. The specific criteria for the dynamic filtering include Date Ranges. The expert should be able to effectively filter the data based on the given criteria. Please only apply if you have relevant experience and skills in PowerQuery and data transformation.
Our budget is 40Eur.
There is a dynamic filter in Code_management sheet where we can ADD or REMOVE row which will affect count of rows in TLR. Using Code_management we filter out the ROWS from TLR sheet.
In TLR_sample.xlsx are 2 sheets:
Sheet Code_management is group of filters that needs to be applied:
-if Code To is not NULL then means RANGE Code -> Code To
-if Code To = NULL then it is not RANGE but 1 value only = Code
-FC example: Include ALL ROWS where FC except: 1010E, 4143, 3057
-GL example: Include ONLY ROWS where GL in RANGE 30000->99999 AND ROWS where GL = 23400
-PC example: Include ONLY ROWS where PC = 0
-AF example: Include ONLY ROWS where AF in RANGE (one of 26 RANGES)
Sheet TLR:
col A -> D: Values you need to filter by
col J -> M: Evaluation of every column filter 1=INCLUDE, 0=EXCLUDE
col N: FINAL EVALUATION = means if any of col J->M = 0 then 0, else 1
