PowerBI Table & Filter Setup

I have a simple powerbi poject.
I have a dataset in excel based on which i need a table in the dashboard.
I also require a filter to filter the rows
The filter should be based on 3 columns in the table. In the dataset a user can be in more than one column.
for example
lets say the 3 columns are A, B and C. the values can be A, B, C or blank in those columns.
user X had values A, B and blank in the columns A, B and C
In this case if you filter the data using value A from the dropdown, it should show user X also if you select B.
However if you select value C in the filter the user/row will not be present.
