PDF to Excel in specific format

I have several PDF documents with quiz/test questions that must be converted into an microsoft excel format. There are 7-10 courses. Inside each course is a quiz consisting of 10-20 questions per chapter and tests consisting of 50 questions per chapter. I would need each course in a seperate excel file. I can send an example chapter quiz that has been inputted correctly. The format is as follows:
