Outlook Contact Lists integrations

We were using Apple Contacts to hold our address book, but we have recently moved the company to Exchange so we can better support both PC and Mac users.
Our people often need to contact many people at once via email, for this, we have historically used Mac contacts groups which we have imported into a mail merge software called Serial Mailer (which we want to keep using).
Now we are with exchange we are looking for a solution where we can control the permissions staff have with editing etc the contacts.
Access to lists that are visible to all staff and all records are visible.
Ability to export lists to CSV or Excel files so we can perform email merge operations using multiple fields, including subject fields.
