Ocean Containers - Space Allocation

I want to find a formula (or using solver) to help me with the optimal space allocation for my different customer´s containers that needs to be loaded in a vessel (ship) considering constraints such as Roll overs, Qty of allowed Nak contract (containers) and account payable turnover. (Attached is just a summary, however you have to consider that it will be a big database)
