Need some VB.NET code that will look up values in one array based upon values in another array
Budget: $10 – $30 USD
I have VB.net code that creates a Dictionary. The information can be converted into a multidimensional array, with PMID, ISSN and YEAR. Every Article is Published with a unique ID in a Journal that has an industry assigned unique ID in a particular YEAR. So, my data can look like:

The PMID is unique but the ISSN and YEAR can and will be duplicates. They could be 1000 rows.
I need to add values to the array that are stored in another table. The structure of the other data is open to discussion, but both are provided in smaller samples. I need the most efficient application because this table could have 10,000 rows.
Structure A: Could have each Year as a separate Row or
Structure B could have each Year and values as separate columns, but I could have 20 years of data.
Structure C could have each Year as a separate data file.
The majority of the data will come from 2018 up to the current year. So I might be able to manage total row object to 10,000 or less.
Open to suggestions and a working proof of concept.
Excel Spreadsheets have been provided with data.
Hopefully your option is a little more efficient then looping the data table for each element in the object table.
