NSA Commission Conversion

I'm looking for someone to develop a macro to convert an unstructured Excel worksheet in to a more useable structured format. Remove all unnecessary formating. The attached spreadsheet has two tabs. First-"as received" and the Second-"Desired Format". I have at least 4 or 5 different spreadsheets, but this is probably the most difficult of the bunch
