Manual Data Download and Spreadsheet Entry

We have a list of customers plotted out on a map within our website subscription (HailRecon.com), and by highlighting an area around the customer on the site, we can create a blocked-off area around the customer's home to include all the other homes/neighbors on the street. Then, we can download these neighbors' data (name, address, ph#, etc) to be captured so that we can call them (the objective). My major problem with the current situation is that this process is time-consuming to do one by one. We have approximately 388 customers, and the download seems to need to be manual, and the download of neighbors and entry onto a sheet takes about 1-2 minutes each.
The resulting project will take our existing spreadsheet of customers, find the 10 closest neighbors of these customers on the map, and load them into a new spreadsheet in a similar format as the original sheet (with a column for the original customer data included with neighbor).
I can give more detailed instructions, the actual website we will use for data download, etc. to a freelancer who can go thru each one by one and get this project done.
