Loan finance tracker on excel

I am looking to get a loan and I need someone to create a loan tracker to stay on budget via excel.

I would like the following attributes:
* To be able to track my loan to pay back with a period of time
* To be able to put all categories I will be spending on from my loan into the spreadsheet
* To be able to tell me if I have over spent, so that I can make the changes necessary to adjust accordingly
* I would like conditional dynamic formatting included

Any ideas welcome to help me get the perfect setup.
