Invoice reconcialation database

I have a manual receipt booklets which I need to type the info in order and then match it with our online sales invoices. The booklets is in numerical order and we need to make sure that the amount in the manual booklets matches the online sales. The online sales is in exported in an excel format. Looking for someone to design maybe a database where staff fill a form to make sure all fields are correctly type. The online report need to be imported monthly and once it added to the database, the next monthly imported excel file should not duplicate unless the sales amount is different from the saved value. It should be accessible online.
